On Friday, December 2, 2022, President Joe Biden signed H.R. 8454 into law. Known as the “Medical Marijuana and Cannabidiol Research Expansion Act,” it creates a new regulatory framework for researchers studying cannabis and for manufacturers who create cannabis-based medicines and products for research purposes and drug development.
The law states that, within one year, the Secretary of Health and Human Services in coordination with the Director of the National Institutes of Health and the heads of other relevant federal agencies will submit a report to multiple committees within Congress and beyond on the benefits of cannabis, the effects of cannabis, the barriers associated with researching cannabis, and recommendations to overcome those barriers while keeping safeguards in place to ensure cannabinoid levels are accurately reported in cannabis products and that these products are kept free of hazardous materials.
